Other details:
So I will be upgrading my computer's Motherboard and Processor as well as adding/replacing my storage.

Currently I have:
i7-6700k

Z170A MSI Gaming M3
Samsung SATA SSD + 2TB Barracuda, that is having some issues and will be replaced with a Ironwolf, and 1TB of extra WD HDD.

I am currently looking at either a Ryzen 5 3600X or a Ryzen 5 5600X, with a Aorus B550 Pro for the motherboard.
As I will be not upgrading the processor anytime in the near future (at least 4 years), is it worth it to go for 5600X so its more power efficient and slightly more power or go cheaper with 3600X and save a little.

Also is it worth upgrading from 3600X/5600X, to a higher Ryzen 5000 series?

I will also be getting a Samsung NvME for my new boot drive.
I am also considering getting a 3060, when prices go down. (can my 600W Bronze 80Plus support it? Cuz from multiple wattage calculators, it is enough, like they even recommend 550W ones.)

a 600W PSU should be more than fine for a 3060, unless it's utter trash.   (Especially with a moderate power chip like a 5600)

is the 1K not counting the GPU?

If it's not, you could step up to a 5800(X) and get more performance.  Board, CPU, RAM, SSD + HDD for sub 1K is not hard!

Yeah that 1K is just for what I said above that, not including the 3060. I added that just so that you guys would know what future upgrades my system may get.

Oh right I forgot that I am getting another Barracuda to dump my current files into, basically will have a brand new system.
But can you give me what prices you have that getting the Board, CPU, Samsung NvME SSD and Seagate HDDs, as well as ram for sub 1K?

Looking at this:
https://pcpartpicker.com/list/Y4jFj2

Board - 200 (could be lower)

CPU - 400

RAM - 100 (for 16, 200 for 32)

1TB SSD - 20

That's 820$ so far.  (920 with 32GB RAM)

That should leave plenty for a HDD or two, depending on your needs.

If a 5600x is plenty?  That shaves a chunk off, too!

Yeah I took a look at the list, and I modified it but with shipping and what not, considering most of those sellers are US based/international (which might take a long time to reach my place.), it may not work.

And 5600X is probably plenty enough, saves me the cost of buying a cooler system as well.
