PC wont start up ( GPU Problem? )

I did some general troubleshooting and tested the psu ( it was working ).

Next i removed the memory and the gpu and put the memory first and gpu after to test if the pc would turn on and it did

When i plugged in the GPU (Colorful iGame 3080) and connected the 8 pin connectors to the 3 slots the PC didnt turn on. I tried using just 2 and connected them to different slots out of the 3 and realised that theres only 1 slot thats causing a problem. Even if theres just 1 cable on the GPU and connected to the 3rd 8pin slot the pc wont boot. Does this mean my GPU is dead or does it mean that my PC isnt being supplied with enough power. And how do i fix it?

Side note: It was quite humid today and there was slight moisture on my pc but no droplet formation

Will this be covered under warranty - the GPU has a 3 year warranty
