Two fans work, one does not

Hey Hi 

 

      This is not a feature, becouse I've downloaded MSI afterburner, have set up a fan curve where the fans are never off and have disabled the ZERO FROZR thing. 

 

      Now that I got that out of the way, here's what I did twice and it "fixed" it both times, simply touching one of the spinning fans with a piece of paper made the third fan rev up to max RPM for about 2 seconds and then come down to match the RPM of the other two fans. I have no clue what the problem might be, please please please if anyone can figure out what's the matter with my MSI Ventus 3x OC RTX 3070 I'd be forever indebted to the LTT comunity.
