Pc/windows softlocking

I already posted about this issue a long time ago, sorry for posting about it again but the issue is not gone... I have this issue with my pc or windows, i don't know what's causing it. But every now and then my pc has this issue where windows is softlocked. Things still respond but not fully. I can still move my cursor, open different tabs even open some applications. But most applications or files will give a "cant find file location" error and a lot of windows is just unresponsive. Even the shutdown or restart in the start menu don't do anything making me forcefully shutdown and reboot the pc every time the issue occurs.

This weirdly never happens when I'm using my pc intensively but mostly when i watch youtube or netflix, i don't know if that has anything to do with it though. I already tried some things like reinstalling windows, bought a new ssd and freshly installed w10, scanned for malware and such, reset bios settings and memtested my ram. Nothing so far has worked and i've had this issue for about a year now. Does anyone have a possible idea of what could be the problem?

Not much to go on without specs+temp data but it sort of sounds like your storage might be dying.
