ryzen 5 cpu cant boost

hi so i have ryzen 5 pro 2400ge with vega 11 igpu and my cpu base speed is 3.20 but even with stress test it uns at 2.90 i checked bios and core boost pefomance is on but its never going above 2.91 some times its hiting 3.00 it should boost to 4.00  how to fix it .my specs:

 

ryzen 5 pro 2400ge

32gb 2400mhz ram

radeon vega 11 gpu

650+  80+silver psu 

windows 10 home

under load with stress test or gaming 68 max 

between 60 to 68

Well, that's all I've got, Not super familiar with AMD stuff, next step I'd rec would be poking around the bios

Is your windows power mode on power saving? because it cuts clock speeds down to save power.
