Can you see anything on the screen or when it goes to restart loop? Do you have 2 ram sticks? Did you try to use only one and see if the issue is ram? Did you install the same OS as you had before - if yes, then maybe try new version, because at this stage it could be anything HW.

I had a friend with this exact problem, it could be a multitude of issues but we replaced the PSU and all was well. - (After trying literally everything else first, including fresh Windows install)

Case - Phanteks Evolv X | PSU - EVGA 650w Gold Rated | Mobo - ASUS Strix x570-f | CPU - AMD r9 3900x | RAM - 32GB Corsair Dominator Platinum 3200mhz @ 3600mhz | GPU - EVGA nVidia 2080s 8GB  | OS Drive - Sabrent 256GB Rocket NVMe PCI Gen 4 | Game Drive - WD 1tb NVMe Gen 3  |  Storage - 7TB formatted
Cooled by a crap load of Noctua fans and Corsair H150i RGB Pro XT

Try the memory, one and then the other, if it is not this, then maybe motherboard, so try testing that, BUT to my mind also came it might be the psu as Cacoe suggested. I guess not everybody can just change PSU to see if that was the issue...

Whatever we did was a risk because we didn't have spare hardware, so when you're in that situation there isn't much other choice than to take the plunge. But I agree, try literally everything you can for free first.

I'm not sure more is necessarily required for your config, but it won't hurt. It's likely just dying. Running a similar config to you here with 650w and a 2080s no probs.

650w is more than enough for you, just make sure to get a quality unit. Have you already tried contacting Corsair? They might be able to replace/repair it for free

I had the exact same issue with super similar specs. Ryzen 2700x/GTX 1080/16GB 3000hrz/ and I want to say power supply was either 550w or 650w... I tried everything but in the end I swapped out my power supply and the issue disappeared entirely. I would definitely only buy a new PSU after you've tried everything else though. I used it as an opportunity to future proof my PC to be 3080 power ready...... now if only I could get one lol.

Good luck I wish you the best!
