From boot? Very normal, it takes a while for watercooler and the CPU to reach equilibrium.

Yes. Totally normal. The coolant shouldn't actually even be close to the same temperature except when idle. If it actually did get as hot as the CPU, not only would the effectiveness basically go to nil, but it'd likely explode from the pressure buildup inside caused by boiling.
