Rocket League stuttering...

I was in training mode while playing Rocket League and my screen just started stuttering. My gpu usage went down then up and my cpu usage seemed to be up and down the entire time. Why has this happened? I have overclocked my gpu with msi afterburner but even when its not overclocked it glitches. In MSI afterburner, I put power limit to max at 120% and it still glitches.

256gb ssd

Lancool 2 white

B450 gaming pro carbon wifi

 

When it stutters in Rocket League, tis is what happens to my cpu/gpu.

All i know is that rocket league dossnt like overclocked GPU's

 I tryed this in the past and had the same result

Also RL is  resource eating game also notist this wile streaming it it seems to go in to some kind of small slomotion like youre driving true thick air
