Would go for this given your "specifications"

Wait for the price to drop to MSRP for then GPU's, you then upgrade to dual 3090's.

 

With that you should be able to run Minecraft RTX 4k at at least 30 fps.

Are you sure about this one though? I heard that for an unspecified budget a GT 210 and 1 Core Sempron on a piece of cardboard with 512MB of RAM and a Wish.com 1500W PSU is the way to go.

Rookie mistake tbh, also needs a custom watercooler to cool down the sheer power of those RGB leds
