Go into the bios and set a 4.7-4.9ghz all core w 1.25v or lower for efficieny or just mess with dynamic oc for more performance but thats alot of trial and error

Hello! I want to upgrade my PC because even though I'm running an Intel Core i9-9900k with an RTX 3070, I've been disappointed with the choppy response when I'm running for example Warzone at high settings on one display and either chrome or Streamlabs OBS on a secondary display. Cooling is optimal seeing as the CPU never goes much higher than 46-50 degrees. I would like to take this chance to go ahead and get the best RAM speeds and CAS latencies for my CPU and GPU pairing since I have the budget for an upgrade, but if you have any ideas on what my bottleneck may be please let me know because this isn't the performance I expected. Thank you so much!

Check your cpu clocks in cpuz

 

I bet that thing is either running at base clock or heavily undervolted, that would explain your choppyness in games

The choppiness is actually in my other programs like Chrome and Streamlabs OBS being slow to register when I click a button or Chrome being slow to load content on a site, not sure if there's a difference from what you said about in-game choppiness, also here's what I got from CPU-Z, let me know what you think, thanks!

 

My core clocks are hovering around 3609 MHz while voltage is at 0.977 V

Run cinebench and see if your core clocks boost up from the 3.6ghz

Make sure your cooler is properly mounted and that the tim application is OK, that may be hampering your boost clocks and causing the choppiness

After a quick detour researching how to overlock through my bios I was able to make the adjustments you recommended and after running Cinebench while keeping an eye on CPU-Z, I am immensely pleased with the results. THIS was the performance I was expecting/looking for so THANK YOU. I created an account and joined the forum barely today and I wasn’t too hopeful I’d get a reply so soon, but you came to the rescue. Lastly, what RAM would you recommend for my CPU/GPU pairing, specifically what speeds should I look for and at what CAS latencies, I’d like to have 4 of the same sticks not just two “close enough” pairings. Regardless, thank you so much for everything else you did tonight!

I checked and it was all good, I hadn’t overclocked my CPU, I didn’t think I’d need to, but after overclocking I’m extremely pleased with the results. Thank you anyways! Any recommendations for RAM speed and CAS latency though?

Just overclock your ram to 3200mhz, shove 1.5v through it, and lower the timings as much as possible maybe try some common cl15 or cl14 timings
