Hey, I have an i5 9600k on a h310 plus mobo, and with the high performance power plan, CPU clocks do not pass 4ghz, locked at 3.796 GHz under load, which is less than the all core boost of 4.3ghz . Ram is configured correctly in the right slots. I did an Intel xtu benchmark and I went on the results and filtered by same motherboard and saw that other people were getting the true all core boost on the h310 motherboard.

Intel turbo boost is enabled.

First of all set windows to balanced power plan.

In bios. Make sure this is set to normal: (press F7 to return to advance mode)

Check these options. Set to default or intel standard. (enhancement disabled)

The slight off clock could be because of higher bclk. My board runs 104mhz on auto after the newest bios. I have to manually set 100.00mhz.
