is there a way to get my bluetooth mouse and keyboard to work on minecraft pe on IOS or Android?

should be able to. There's plenty of wireles or bt pairs that you can use with a phone, though I'm not too familiar with the market so I wouldn't be able to recommend anything specific. Here's what I found on the minecraft forum, I'm at work so i can't actually open the page but i can copy the link from google

Its been awhile since I have tried but I don't think that it has changed at all with any updates. They probably will never add proper mouse support because they want you to buy the desktop version.
