I managed to fix it with the weirdest fix I have ever seen. I did it by going into Nvidia control panel and turning on the "Display GPU Activity" setting under desktop.

At idle my Asus GTX 1060 6gb Turbo boosts up to 1506 mhz with temps at 50c. The thing is that my GPU utilization is at 0 and i am not running anything in the background. In fact, I have restarted my computer multiple times. I have tried things like changing the power settings in Nvidia control panel to optimized but nothing seems to work. I don't think it's a virus because my network activity is normal and my CPU is idling as well but I won't rule that out. I am currently at a loss for what it could be. Any ideas?
