Frame skipping in games

I need help , can someone help me.

I experience random stutters while playing Valorant. I get consistent 60fps most of the time when capped and 80 -120 fps when uncapped.

At some random point during the game, when an enemy walks into my screen or other instances my game just skips a frame.

Fps drops from 80-100 to 0 for an instant. I've tried many stutter fixes tutorials but nothing helped. I'll  attach the in-game fps graph.

If someone could help me ,it would be really helpful

I made an account because i am having the same exact issue that started last week and i van not solve the issue no matter what.  
 

i am getting frame drops with audio cutting out in all games as of last week. Its making everything unplayable.  I have a 3090 watercooled and an overclocked 9900k that never had issues. Ive tested thermals and gpu under 100 % load goes to 55-60c. Cpu under 100 % load gets to 80c. Ive stress tested both cpu and gpu at the same time with no issues no crashing and audio from a discord bot not cutting out.  But when i am in game thermals are fine and i get hard stutters with audio cutting specifically when enemies come on screen. 
 

ive ran ram memory tests with no issues. And have a 1200 wat psu.  Only thing i have changed was doing a windows update that i read caused issues.  Ive rolled back the updates from uninstalling them and the issue continues.  Ive used ddu to clean wipe the video drivers and the issue continues.  Ive also closed every single application on my pc and ran valorant , cod , rainbow6 siege. Same exact issue. I am on the verge of reinstalling windows unless someone has a suggestion.
