Hi, can anyone recommend some good CPU and GPU combos for 1080p 75Hz at max settings (max settings not particularly important) please?

Depends on the game. Basically anything decent can play Tetris at 75 hz. AAA titles require a lot more power.

What is your budget?

Parts & budget don't matter. I plan on getting a used pc or prebuilt

For GPU any of the next : 1650super, 1660, 1660super, RX570, Rx580

For CPU : 3600, 5600x , i5 10400, i5 11400 

Or higher
