Mini PC bedroom build.

Budget (including currency): 2400 NIS.

Country: Israel

Games, programs or workloads that it will be used for: Playing music from youtuber/others with speakers. Recording audio for 24/7 sometimes.(not 365 days a year).

Other details (existing parts lists, whether any peripherals are needed, what you're upgrading from, when you're going to buy, what resolution and refresh rate you want to play at, etc): 

It needs to be a small PC or mini PC, so I can put it on the small chest of drawers on the side of the bad.

I would prefer windows, but not necessary.

If it's possible to have a touch screen based experience. Not sure if possible.

Issue with just buying a tablet is small storage space and quite expensive compared to PC?

Tablet could also be an option if meets the requiremens.
