I was trying to download a game on Steam and I noticed that my download speed was way lower than it should be so I opened task manager to see what my ethernet information under the performance tab had to report. I noticed that about 3/4 of my allotted bandwidth was being received. I didn’t have many programs running in the background and I opened a few to see if anything was being downloaded but nothing. I ended up restarting my PC and now everything seems to be normal. I have done a full system scan using my Antivirus software a few times with nothing of note being reported. 
 

Should I be concerned? What are options? Should I do a clean install?
