Hello, I’ve been trying to fix a problem for some time now and I’m really confused and frustrated with it. First off my system is

GPU: RTX 2070 super

CPU: I7 7700k

RAM: 32gbs

Motherboard: Gigabyte B250-HD3

Powersupply: Corsair 750w

So I did a benchmark on my pc and I was getting around 130fps, but when I go into a game I get around 50. I put all my graphic setting down as far as possible but my FPS stays below 50. Also when I’m playing my character glitches around, (probably from low FPS). I did look into it and found I didn’t have all my drivers installed, so I installed them all. But it only helped a small amount. I also upgraded my router and that helped a small amount also, but didn’t solve my problem. My friend has a system with specs lower then mine and gets around 90fps with Higher graphics settings in game. I’ve been trying to fix this for a long time now and I’m about to give up. Any suggestions would help! Thank you

What benchmark and what games? You can't just expect to get identical frame rates between various applications.

 

"Character glitches around" is not descriptive of your problem.

 

What are your friend's specs?

 

 

Corps aren't your friends. "Bottleneck calculators" are BS. Only suckers buy based on brand. It's your PC, do what makes you happy.  If your build meets your needs, you don't need anyone else to "rate" it for you. And talking about being part of a "master race" is cringe. Yes the benchmarks won’t be identical I did find that out, I was using Unigine\Heaven Benchmark 4.0. The game is still unplayable with my current situation. The games I’m talking about are call of duty modern warfare, call of duty Cold War, and Rust. When I’m in game the gameplay isn’t smooth at all like my cousins and friends game is, it is very choppy (not smooth). I don’t know how to describe it any other way. 
My friends specs are,

 

GPU: RTX 2060

CPU: I7 9700

Ram: 16 gigabytes 

We have the same internet.


My cousins specs are

GPU: GTX 1080

CPU: I7 7700k

Ram: 16 gigs 

and we also have the same internet. 
He is getting around 90 FPS with high setting on those games.

Heaven is a very dated benchmark at this point. It's dx11 only. I wouldn't use it as anything other than a quick way to put a GPU under load for mild stress testing. It is not indicative of the performance you can expect in AAA games.

 

Your friend's 9700 with its eight real cores has a clear edge over your 4 core/8 thread CPU in modern games though, and unfortunately since your 7700k is paired with a B250 motherboard you can't overclock. Is your cousin's 7700k overclocked or at stock speeds? Are you all playing at the same resolution?

Ok, no his is at stock speed. But I would think that I should be getting better then like 40 FPS with what I have. Just went on Cold War again and the only way I can play is if I cap my FPS at 35. But then the game looks like crap. What other benchmarks is there that I can try.?

Timespy and Superposition are more modern and representative. 

 

What are your temperatures in game? What are you CPU and GPU usage?

Ok, so I joined a game on Cold War and I opened task manager, is that the way I look at my usage? All my applications except Cold War are closed, so Cold War is the only one open, my usage is,

GPU: 1% 

CPU: 43%

if that’s an accurate way to check usage then my GPU should be a lot higher shouldn’t it?

It would be much better to use RivaTuner and Afterburner to continuously monitor while you're playing

1% GPU usage is kinda sus but it could be because you alt-tabbed out of the game to look at task manager.

Reinstall your graphics driver. That should alleviate any weird cpu/gpu usage. i'd monitor your temperatures just in case the 'case environment' temp is sub-optimal or maybe something in the system has poor contact with its respective HS.

Ok I did a quick search and found afterburner. I downloaded it and had it running in the background while I played a game of Cold War. (Struggled to play while I was stuttering around) and the usage say 

GPU: Max usage was 38%

GPU: Max temp 44*c
CPU: Max usage was 100% (and by the graph looks like it was 100 the whole game).
CPU: temp max was 100*c

Your CPU is definitely throttling (downclocking itself severely) due to the heat burden. This is holding the video card back quite a bit. Se what kind of results you get with the CPU properly cooled. The 2070 Super definitely has more to give than a 7700 can handle, though.

Ok thank you sooo much! My CPU temp is below 60 and my gpu usage is 68%. I am now getting over 100 FPS in game with my setting on max. Thank you so much! If I were to get a new CPU what one would you recommend to get the full potential out of my 2070?

Well to help you understand the advances made in CPU performance since your 7700 was new, today it's about equal in performance to an i3-10100 or 10300. 

 

Four cores and eight threads is going to increasingly be a liability for demanding games, so your goal should be to get to a 6c/12t CPU at least. Cheapest route to that right now is probably an i5-10400 and a decent B460 motherboard. If you wanted to be spendier, you could go Ryzen 5 5600X or an i5-11600, or if you wanted to get more mileage out of your water cooler (depending on what model it is?) could go i5-11600K and overclock but that would require a more expensive motherboard than the other options as well. 

 

The other thing to consider is that both AMD and Intel's current motherboard sockets (AM4 and LGA1200 respectively) are dead ends, there aren't going to be any new generations of CPU's for them. So if the 7700 is performing satisfactorily in the games you play the most now that it's properly cooled, you could think about holding out until after AM5 and LGA1700, new CPU's compatible with them, and DDR5 memory drop.

Ok, that makes sense. Yeah I’m getting good performance now with my current set up so I’ll probably do what you said and wait till the LGA1700 and/or the AM5 come out to replace it. Thank you a lot!
