CPU underperforming

i recently upgraded my cpu to a ryzen 7 3700x and a ROG b550-f wifi board paired with a 1070 ti FE. On valorant i only get 100-130 fps on all low settings and when i switch to all high settings i get the same fps. The max usage ive seen while playing was around 45-50% and it stays at high 4.2MHz and temps stay at around 50 degrees. My ram is running at 3066Mhz and i have 16gb does anyone know why my cpu is underperforming?

How do you monitor CPU usage? And i assume it's 45-50% on the highest used core, because that's what matters?

Also, do you have power limits disabled in motherboard BIOS?

Do you know what the setting is called in bios I can’t find it.
