most gun games at medium 1080p 60fps

I can get a cheap monitor for £80 I just need system, I would also use it for some minecraft (needs decent ghz) and i would prefer ~4ghz boost 6c/12t

it would be nice if someone could reccomend a system but a good gpu/cpu combo would be great since i can probably handle building a system around it
