Other details (existing parts lists, whether any peripherals are needed, what you're upgrading from, when you're going to buy, what resolution and refresh rate you want to play at, etc): Note: This pc I'm about to post has no gpu, and I'd need to know which one, and where I could get one.

You can't get any good gaming gpu right now in your current budget. 

i suggest waiting for prices to drop and getting yourself 3060
