Recently I've been getting video artifacts when hardware acceleration enabled, I believe its a software issue although I can't confirm. I tried recreating the issue on a Linux USB in which I didn't get the artifacts so I'm assuming it has to do with something with my software. One strange thing is that the artifacting only occurs at the start of the video, and by rewinding a few seconds and rewatching it, the artifacts disappear. This issue is also only isolated to video playback, and it doesn't effect anything else such as game rendering and such and I've also tried system restore to no avail.

OS: Windows 10 (20H2)
GPU: AMD HD 6770
CPU: AMD Phenom II x4 840

Where do those videos come from? Have they been trimmed or something?

That's typical for a file that doesn't start with an I-frame. Some software will try to play the corrupted start, some will skip until the first I-frame and not show it.

They come from a OBS replay buffer from a game I was playing these clips are a few weeks old and I've watched them before without this artifacting, it isn't just isolated to video clips I have on my computer, notably If I use discord all the gifs also appear with the same artifacts
