Blurring background objects when moving camera

Hi all,

 

It’s hard to explain but I’ll try.

 

In any games when I move the camera objects in the background kinda go dark and out of focus and then come back into focus when it stops moving. Textures go kinda dark and then redraw brighter when I stop moving the camera.

 

This also happens with text in browsers or windows explorer. It only happens with dark text/grey text or objects. Brighter more predominant objects don’t appear to be effected.

 

I have added a video for reference, focus on the fence in the background.

I have tried different refresh rates and it still happens. I have tried a different monitor too.

That's a monitor with slow response speed.
