I bought a video card in ebay open box,it worked perfect for a week and began to frize several times after i quit the game and had to hard restart my pc until there was no signal, it is factory my pc is new, i have Rosewill Glacier Series 500W Modular Gaming Power Supply with Silent Aero-Divers, Ryzen 5 3600 6Core 12Thread 3.6GHz 7nm PCIe4.0 65W CPU Processor, XPG SPECTRIX D60 RGB Desktop Memory: 16GB (2x8GB) DDR4 3200MHz CL16 GREY, ASRock B450M PRO4 AM4 AMD Micro ATX AMD Motherboard, Western Digital SN530 1TB NVMe M.2 2280 SSD SDBPNPZ-1T00-1006A Solid State Drive, and ASRock Phantom Gaming D Radeon RX 5500 XT 8G OC Video Card, can it be repaired?1325270128_Screenshot_20210619-195328_VideoPlayer.thumb.jpg.34853b4af9502bceefcce20b85f119f7.jpg

if you've had it a week you can probably return it. eBay sides with buyers on returns almost to a fault. 

Corps aren't your friends. "Bottleneck calculators" are BS. Only suckers buy based on brand. It's your PC, do what makes you happy.  If your build meets your needs, you don't need anyone else to "rate" it for you. And talking about being part of a "master race" is cringe. Watch this space for further truths people need to hear.
