HDD with unpopulated pads

That's probably some sort of debug connector they use during development/testing and then remove once it goes into mass production

I have this 1TB HDD from my laptop from a year ago and i just noticed these unpopulated rads on bottom of the drive. Was there meant to be a cache chip or something there? and if so if could get the correct value resistors and a cache chip would it improve the performance?

Often times, HDD boards are manufactured in a generic style, so multiple vendors can buy the boards and customize them as needed. It's possible the blank chip was for a different drive, so no worries, it's not supposed to be there.
