I know this is non- tech related but any way I am gonna ask.

How to clean this thing not sure what this is it's in car fog lamp, tire rim and chrome.

Microfiber cloth and some soapy water or pressure washer.

 

It's not rocket science.

If this dirt is deeply engrained you could just simply take it to a car wash and it will likely be all gone. Usually not more than a fiver to go through a car wash on their basic cycle.
