Had this happen after I turned of my pc with the back switch during a windows update (only just beginning) normaly this causes no problems but when i went to login again I got this https://www.youtube.com/watch?v=WhQA7S3IFVI the blue bar is normal for me but the resseting to it is not it says changing/undoing changes made hence my suspicion of it to do with windows also the day before I disabled windows update thing on the services.msc since windows notifide me again for an update it didn't work I realise I might have to restart for it to take effect but I think it may have caused some conflicts as well

Sorry, its bit hard to understand this. But what I get is that you hard cancelled update, then proceeded to manually disable the update service (or did it before) and now it doesn't boot and shows some screen, which I can't see properly from video.

 

I would suggest you try to repair login. If that doesn't work, repair whole install.
