A quick Google search shows it to be from an INCREDIBLY old (released 1983, discontinued 2001) IBM business management suite called Applix.

 

Apparently support for the format is retained in a piece of Linux software called Applixware - http://vistasource.com/index.php?id=applixware

What is .ap file extension? What apps can open this file extension?

 

Attached is a .ap file I got from Synnex. It is supposed to be a list of products they have.

Well it's basically a CSV-like text file but there are no column names...

Not that I can see, it's probably some random export from their ERP with no info whatsoever, if the goal is for you to have a useable catalog-like and not to just import that into your identical systems it seems the person who gave that to you has no idea what they're doing...
