MSI GTX 970 Issue

I have a MSI GTX 970 that developed these lines through the screen. I was playing Insurgent when it occurred and have tried to uninstall drivers through windows and DDU to thoroughly uninstall them. After doing that I tried to install newer drivers with the same issue, also I am unable to boot into windows regularly, the only way to boot into windows is through safe mode.
