Stuttering on any HDD.

Hi I have a really annoying problem with my pc. My games keep stuttering on any hdd. No matter the speed no matter size it keeps stuttering sometimes its subtle but sometimes game breaking. Really occurs in any game with few exceptions. On ssd 0 problems but i have a lot of hdd storage and don't want to waste it. 

Specs: 

MOBO - AsRock A320m-hdv r3.0

CPU - Ryzen 5 2600

GPU - GTX 1060 6GB

RAM - G.Skill Aegis 2x8GB 3200mhz (checked with memtest 0 errors)

SSD (Win 10) - Crucial p5 500GB nvme

SSD - WD Blue 500GB sata 3

HDD - WD Blue 500GB 7200rpm, Seagate 1TB, WD Blue 500GB 5400rpm

Windows 10 Pro 21H1
