CPUs can boost differently for single cores and all cores. Cinebench will load up all cores, while games will tend to load some cores more than others, meaning individual cores can boost higher than if all were under a high load. 

 

For idle, a single core may boost when there's a brief amount of activity, either by the user doing something or a background process.
