Hey guys i am planning on building my own pc and i was wondering if you could run 2x GTX 760 on pci 3.0 x8 x8 x4.

I only started looking into SLI this week and i can't seem to find the answer on my question.

Note: That is a GPU, not a CPU. 

 

You will be fine running in the x8 slots. SLI will not run with X4 or x1 slots though (Nvidia limitation).

how can your mobo not have 2 x16 slots :S

It is easy. All Intel boards that are not X79 or carrying a PLX chip will be x8/x8/x4 at best. Most will put the x8 and x4  in a x16 physical slot, but electrically it is still a x8 or x4 slot.
