When does Newegg/Bestbuy/Amazon put upcoming GPU's for sale?

I have no idea, is it like 12:01 AM PST or 9am PST

Depends on the launch schedule and what the manufacturer stipulates. 

The last sale time on launch day was 9 am est if memory serves me correctly.
