So i have an MSI Trident 3 Prebuilt with an i5 7400 and a 1060 3gb. Every time i play any game my CPU skyrockets and stays at 100% usage. I tend to get regular performance for the gpu i have but this has been going on for a year and it is really weird. My CPU also only turbos to 3300 mhz not 3500. I did upgrade my ram a couple of months ago and i had to go into bios but i didnt change anything. I feel like this may be bottlenecking my gou as it always ends up at around 70% usage but in some games it does reach the 90s. When playing COD Cold War specifically i cant hold a stable 60 fps at medium settings which i think is unconventional for the GPU have. Is there any setting i could have disabled that is harming my performance?

100% usage in modern games from an old 4c/4t CPU isn't unusual.

 

It probably turbos lower because it's thermal throttling. 

Corps aren't your friends. "Bottleneck calculators" are BS. Only suckers buy based on brand. It's your PC, do what makes you happy.  If your build meets your needs, you don't need anyone else to "rate" it for you. And talking about being part of a "master race" is cringe. Watch this space for further truths people need to hear.

I don't have an Intel chip myself, but I think temps in the 80s is high enough to thermal throttle the cpu down.

You can confirm this for certain by running a program such as hwinfo and then do a game session. Make sure to start the sensors.

 

Close the game and then pull up hwinfo, and under the CPU section, there's a thermal throttle sensor.

I would start with that, because if you can't hit your turbo of 3.5Ghz, that could be part of your issue.
