does a PCIe nvme to sata 3 ports actually work, and if it works, does it have the same speed as NVME ?

No, they use different communication protocols, NVMe cannot be transported over SATA. And even if it could, it would not have the same bandwidth as you'd be limited by SATA 3's bandwidth. 

 

PCIe to SATA is a different story though. There have been SATA add in cards for ages, with an M.2 one all that's changed is the connector.

Firstly that was not  a sata it was u.2 connector Which is essentially a pcie x4 connection for 2.5" nvme drives

 

And while sata to pcie cannot work

There's adapter card for pcie to sata 

So pcie to sata can work with some adapter

 

Then again the speed is limited to the sata 3 drives
