Help with fan headers

If i get a 4 to 1 fan header will it lower the performance of the fans?

I assume you mean 4 fans on 1 header & yes, they won't go fast and may even struggle to actually start moving due to such low voltage. They may just tick, which is them moving  tiny bit then going back

You can buy PWM 4 Pin Y Splitter cables (2 CPU 4 Pin Fan Connectors) and they work perfectly fine with most fans
