ok, could turning down the graphics make the game take less memory?

Not unless you've already exhausted the VRAM onboard the graphics card.

Lets take a pedal back and walk through this.

1 you want to know how to make your system use less ram. OK I'm following you here

2 you have 16gb of ram and seem to be using it all. THATS an issue. Can you tell me what is using most of your ram? It could be a virus or somthing. Windows at idle shouldn't be using 16gb of ram.

You can't. Apps use what they need to use. You can potentially find alternative apps to what your using that don't have as much memory requirements, but given a static set of apps, it is what it is.

Now when it comes to web browsers you can save some memory by closing or suspending tabs, you're not using. So, if you've got 100 tabs open, there's definitely some savings to be had there.
