My PC had been running terribly for years from wacky fans to internet and I'm now deciding to look into it before I do some upgrades.

 

I'll start with BIOS first because I'm using one from 2013 which seems old. I'm running BIOS v8.15 (2013) and am trying to update to v8.19 (2014). I'd like help please because I've read that messing up BIOS updates can really screw up your computer.

Click change OS, then Windows and Windows 8.1 (64 bit)

 

This BIOS version will work on Windows 10 right even though it says Windows 8.1?

Correct, BIOS is at a much lower system then the OS. The BIOS doesn’t care what OS your running. 
 

Being that old of a PC, not much BIOS settings to worry about so should be easy. No NVMe or XMP profiles to configure.

A BIOS intended for Windows 8.1 worked more that well enough on my HP Compaq Elite 8200. Do note your Current BIOS was likely made for Windows 7, and it seems to be running fine, now doesn't it?

The fans are acting up, I thought a BIOS update could fix it. It wouldn't hurt right?

It shouldn't hurt, as long as you don't run into an issue during installation. But while that may fix the issue, the issue likely lies else where. In fact it is more likely that their is something wrong with the fans, such as them running out of life.
