i dont know if its a graphics card problem

It might be.

To check this I want your to turn off the computer many times Until windows gets you into recovery mode.

At this point what we want is enter into safe mode to do some software troubleshooting steps before hardware troubleshooting and then we consider something a severe problem

That means it's a dead gpu. Where was the gpu bought, Ebay? Craiglist?

if any of these contact the seller, well see if he accepts returns, Id your money back guarantee isn't expired and the seller doesn't accept refunds and returns on ebay, Contact Ebay to get your money back.

no the gpu is good i had windows a long time ago then switched to linux and now i wanted to install windows again but this is happening

weird. If it works on Linux then it should work on windows if the GTX 1060 is the real deal.

Are you sure you can't get through windows safe mode or is it because you have grub bootloader on?

then yeah you need to get into safe mode and DDU the Graphics Drivers.

essentially one way you can do it without needing to go into Windows.

To do that power off and on your computer, when the computer is on, Always wait for Windows to start loading, Right away start to power it off by holding the power button, repeat that 3 times Until you see the message along the lines of "Diagnosing your PC" assuming that your active bootloader is currently windows and that's a good thing. Then boot to safe mode with Networking, Let me know when you get there.

Edit: if the gpu is dead, There's no point in doing that.

ywah I'm confused whenever it works or randomly stopped working out of a sudden, If the gpu fans don't work or no indication of power on then it should be a dead gpu
