Did it work before? Try to disable your antivirus while you install. Unless this is a pirated game in which case A) You shouldn't have done that, and B) It may contain a virus. This virus could have been packaged in with the missing file, and your anti-virus has removed the file because it posed a threat. 

 

If there is some sort of forum site specifically for your game then I suggest posting there too. Maybe somebody can grab a copy of the missing file and you can just swap it in. Unless there is anti-tamper software or DRM built in.

Unless I say I am speaking from experience or can confirm my expertise, assume it is an educated guess.
