Gtx 1650 super horizontal lines

Hello, I'm new to this forum also writing this on my phone Is a little tricky, here's the specs to my system 

 

Aorus x570 elite rev 1.0

Ryzen 7 2700x

Gtx 1650 super 

2 x 8gb corsair rgb vengeance pro

480gb Kingston sata ssd (windows)

1tb hdd

750w psu from coolermaster

 

When I turn on the pc, green horizontal lines occur on the monitor, my pc doesn't recognize the other monitor, and task manager doesn't recognize the gpu. when it boots up successfully (sometimes) it says in device manager that the gpu has an error (code 43) 

 

The driver date on the gpu is

2020 09 30 Version 27.21.14.5671

 

I just flashed the latest bios (f33h)

 

My gpu has been in the bottom 4x slot and it works. The 16x slot is having issues. This pc is less then a year old. If anyone has anything to suggest I'd be happy to try it. Thanks!
