Strange Issues with some games

To start I have a pretty good build

Cpu :AMD Ryzen 5900x

Gpu : Founders Edition RTX 3090

Ram: 64gb cl14 3200mhz

Power Supply : Seasonic platinum 850w

Storage: x2 Sabrent rocket 4.0 2tb m.2

Motherboard : ROG Crosshair VIII Hero

Monitor : Asus XG279Q

 

So this is a strange one. I have a laptop with an 1080 in it and have no issues. On my new rig when I play certain games like Wreckfest,Metro last light, Metro 2033, we happy few, state of decay 1 or 2 My fps will not go beyond 100

and worse I will have stuttering at the same time but on other games like cyberpunk, death stranding, the witcher 3 , and Control my pc runs them above 100 just fine and they are buttery smooth. i don't know whats going on please help.
