Not enough USB controller resources

Hi. I'm currently having an issue on my pc where I have too many usb devices and Windows is giving me the error: "Not enough USB controller resources. The controller does not have enough resources for this device"
I was looking to rectify this issue with this: https://www.mwave.com.au/product/volans-pu34-usb-30-4port-pcie-expansion-card-ac16909

 

Will this add usb resources to my system or take from the usb resources I already have? From what I've been told, you need an extension card with its own USB controller resources. I am not sure if this is what I need. Thanks, Steven.
