no one is really selling gpus for msrp or near rn as they could sell on ebay for 2x

Create a WTB (want to buy) post on the Classifieds subforum, though you need 100 posts to do so, and getting even a used one at MSRP is pretty much a pipe dream at this point

That depends on what GPU you want. where you are located [country] your budget. your current hardware [bottle necks], and a few other factors, like the person selling it knowing what it is worth or not knowing the value.
