I need help finding a good motherboard and CPU for these specs.

Anything you want.  A good i5 or i7, or Ryzen 5/7 would be very happy there.

 

But:  Ditch the 4000 ram.  Get 3600 CL16.

if he is going ryzen he should totally keep the 4000 ram tho

how come, ryzen cpu's scale with ram. sure 3600 is more then enough but if he really wants that little extra speed he should totally get 4000

For Ryzen anything over 3866 will hurt performance. Plus, 3600 is only around 2% faster than 3200. Also, that CL18 will make it as fast as some 3400mhz kits.

Ryzen scales while the infinity fabric is still in 1:1:1 mode. Problem is, unless you're getting a dark hero, getting the infinity fabric to run above 1800MHz (3600MHz on the RAM) is next to impossible, and even with the dark hero it can be a challenge. 3600MHz and running in 1:1:1 will outperform 4000MHz running out of 1:1:1.

 

As for the CPU and mobo I'd recommend, get a 5600X and a Asrock B550 PG Velocita if you'd want to go AMD or get a 11600k and Asus PRIME Z590-P if you want to go Intel. Either way, drop the memory down to 3600MHz, save money where you won't notice a difference.
