Technically no such an app won't exist since the BT radio has its own firmware that can only transmit compliant BT signals for obvious reasons.

Regardless of "personal use", at least in the US, this is an illegal act (and I'd expect that to be true in most other countries).

I don't think bluetooth is classed as wireless telegraphy and would be legal in the UK and also how would they know i would only do it in my house for short periods of time.
