Glitchy patterns when launched certain programs

So recently I noticed that when I launched some programs, I will have this glitchy, circuit board-looking patterns all over the software. The most common place this thing appears is when I open Steam Wallpaper Engine and Logitech G Hub. These are my laptop spesc : 

 

Device : LAPTOP-HU1LRLFD

Processor : AMD Ryzen 7 3750H with Radeon Vega Mobile Gfx 2.30 GHz

Ram : 16.0 GB

Any explanations to what this thing might be and the solution for it?
