How does this build look?

Budget (including currency): $600-800

Country: USA

Games, programs or workloads that it will be used for: Modern gaming at 1080p, VR gaming.

Other details (existing parts lists, whether any peripherals are needed, what you're upgrading from, when you're going to buy, what resolution and refresh rate you want to play at, etc):

 

I do not want to buy a GPU in today's market so I am going to stick with my GTX 1060 3GB for now. Once prices get back to normal (or close to that) I am going to start looking for something like an RX 6700XT/6800, not sure yet. I also already have a nice 750W PSU.

Looks good to me, although if you want to do overclocking of any kind or want better temps or noise levels I'd recommend an aftermarket cooler like the Scythe Fuma 2

My bad, forgot to mention I already have a nice cooler master cooler that keeps it REAL cool.

If you want to save some cash and are not that bothered about overclocking, then you could look at the i5 11400/F and a B560 board instead.

How does the 11400F compare against the 5600X in games?

It compares very well. Of course some games will favour the 5600X and others the i5. You can see some 1080p framerates in the review below.

 

They are using an RTX 3080 gpu.

Wow, I would not expect this from a $200 intel CPU. Is there any real downside to the i5? Or more importantly, any downside that is actually worth an extra $100 to make up for? 

 

EDIT: Ah, you can't OC unless you have a Z490 mobo, I see now. That pretty much locks the CPU cause who is gonna spend $200 on a mobo for a $190 CPU.

Not really. Those i5s from Intel's 11th generation are quite good value, since Ryzens are overpriced by scarcity on the market.

The only downside might be power consumption for the higher end i5s like the 11600K. The AMDs are much more power-efficient, but performance is comparable. Except in this market the equivalent Intels sell for lower prices.

If you wanted to overclock then you would need the 'K/KF' version cpu as well as a Z490/Z590 board. The non 'K' 11400/F still performs well even against the 11600K as you can see in that link I posted. It is definitely one of the better value for money options if going with Intel.
