Games, programs or workloads that it will be used for: I am a student engineer and will mostly be using my new PC for, CAD as well as programming(with some small to medium sized tensor flow models)

 

This is my first post so I apologize if i am doing any thing wrong, I was originally going to go with an Nvidia Quadro K4000 for about 240$ dollars as I understand they are approved for use in solid works, however a friend has offered me a his used GTX 1080 FE for 250$ and I Know this is a great deal with the 1080 having almost 3 times the number of raw CUDA cores but I am unsure as to what to do. I understand that in solid works similar priced Quadro cards are generally better than their GeForce counter parts but I believe that in the open marked the 1080 is much more expensive. Thank you for any advice.

I would go for 1080. Its much newer, significantly more powerful and will perform better in everything you throw at it.
