PC isue

Hello recently i have been having problems with my pc. The cpu fan (set to full speed) only spining at around 300rpm (recognised by bios) it does this with all fans and the fan header does the same thing but only when 1 fan is pluged in. The problem isnt the fans i tried multiple 3 and 4 pin ones. I somehow managed the fans to spin at full speed but only when pluged into chsfan1 port and the cables of the y conector siting a certant way and if tuched goes back to 300rpm. Any idea why and tips tricks?

The board is a asrock b450m hdv 4.0

and the cooler is an arctic 34 duo

check in bios if the fans are in dc or pwm mode.
In dc, fan would run on lowest/highest speed whereas pwm lets you control the speeds
